Minor simplification for byte-compile-constant-push

* lisp/emacs-lisp/bytecomp.el (byte-compile-constant): Move the meat
of the code from here...
(byte-compile-constant-push): ... to here.  No need to bind
byte-compile--for-effect anymore.
